Managua, Republic of Nicaragua, hosted a meeting of the Russian-Nicaraguan Technical Advisory Committee (TC) with its agenda focused on technology transfer in the field of healthcare. To date, the Committee has held eight meetings. The scope of issues covers the organization, planning and control of activities related to three main areas: technology transfer, consolidation of the National Regulatory Authority in Nicaragua and building a base of highly qualified professionals for the industry. The participants assessed the results achieved since the last meeting in February 2017, and drew up a roadmap for 2018.
The Committee was collaborated by officials of The Nicaraguan Social Security Institute, the top management of the Cuban regulatory body CECMED and the representatives of PAHO / WHO in the region. The Russian party was represented by the Director of SPbSRIVS Viktor Trukhin, Deputy Director of SPbSRIVS Anatoly Evtushenko, Acting Director of State Unitary Enterprise State Research Institute For High Purity Biologicals Yuri Vasiliev and General Director of the Instituto Latinoamericano de Biotecnología MECHNIKO Stanislav Uiba. Sharing experience between the countries of the region (South-South cooperation) on technology transfer remains one of the key issues for the Committee. As part of this issue, the Committee monitors the current status and progress of work on the technology transfer for the immunobiological and biological production from the Russian Federation to the Republic of Nicaragua. So the Committee discussed the possibilities to engage the Instituto MECHNIKOV as an ancillary for professional training and qualified staff recruiting. Professors from UNAN Universities in León and Managua shared ideas on these aspects. Elena Kazakova, Head of the Labor Efficiency Management Department, reported the Committee on the results of assessing the competence and labor efficiency of MECHNIKOV employees. The Committee includes representatives of interested institutions from both countries, as well as representatives of PAHO / WHO and CECMED as a regional regulator engaged by PAHO.
Pursuant to the strategy outlined in the National Development Plan implemented by the Government of Nicaragua, with healthcare as one of priorities, Nicaraguan and Russian Governments signed a cooperation agreement. The agreement entails a joint project, backed by PAHO / WHO, aimed at strengthening regulatory capacity and developing healthcare technologies, which, in turn, could benefit the public health models in Nicaragua and other Latin American countries.
